What one has to remember is that the Soviets (the Russians) put their country’s resources into government projects, not consumer related projects. Consequently, they are good in basic research (which is not a money maker in the US or the west in general) They are also interested in geophysical projects because they have hollible weather over most of their region. As a reminder, take a look at the AK-47 produced by these “loosers” or their small nuclear power generators (or suitcase sized neclear weapons) Recall that the Soviets used nuclear powered satellites while we used fuel cells and batteries.

The F-117 was only revealed during the collapse of the USSR, when it was foolishly believed the US would have no more real enemies.This is incorrect. All "black" projects become public eventually. You don't know what is "black" now because it is still secret.
The USSR, now Russia, have never been known for high quality munitions. They had effective technology as long as they didn't care about the user dying. If they had the same concern about their personnel that we did, we would have been first in space.

Their miniature nuke designs were stolen from us. We had nuclear power before they did but do not use it to power spacecraft because of the danger of radiation in the event of a failure.

While I would never ever underestimate the Russians, or the evil in their past, I do think they are NOT the Soviet Union.
And in addition, Zhirinovsky is a nut. He is the one who wanted the whole of the former Soviet Union back along with Alaska.
