That is the ace in the hole for Walker, and maybe some of the unionistas get that. If he loses this battle Walker can lay off thousands if he wants to. Either way, the budget gets balanced. If Prosser loses, I see it playing out differently. The unions don't care about short term losses, they only care about insuring that their union dues are collected. If Prosser loses and Walker announces layoffs, the union will agree to temporary givebacks to help balance the budget. The temporary givebacks will, of course, not include giving up their collective bargaining priviledges.
