I'm wondering what would be an appropriate time of mourning before we consider drilling for our own oil.

Announced government policy has a clear effect on commodity prices.That's right, commodity prices are determined less by day to day supply and demand than by futures contracts. An announcement today would affect the price of gas in six months or less.
