The aim of Obama and his ilk is to eliminate the ability of states to keep taxes low.
They have no choice; they’re doomed if present trends continue. Unless the misery is shared, the states with high taxes and tons of illegals/permanent underclass (a bit of a redundancy) will continue bleeding people, jobs, and most importantly, revenue.
