Not sure but I think there is a procedure that if someone won’t give you their ssn to file a 1099, you can work through the govt to get the correct ssn.

Willing to be corrected...................

I think the 1099 is to establish that an employer, the Colonel, requested a potential contractor’s (The President’s) SSN and is therefore required to give said contraor a 1099 with applicable info on it so contractor can file his own taxes. This may be a requirement in law for requesting SSN and or Selective Service info. How the Col. will establish that one Barak Obama needed that 1099 is beyond me but this is a legal requirement, logic may have nothing to do with it.
