He's been pretty ruthless. He discovered a whole bunch of teachers that don't even exist when he stopped mailing paychecks out and made teachers come and personally pick them up from his office. I believe it was nearly 200 non people getting paid big bucks.

Yes, If my memory is correct, that was on top of a room full of supplies like 2 million dollars worth no being used, including something like a dozen 250cc Honda Motorcycles that were like mini cop bikes for Street Crossing Guards that weren't being used.

At $50K apiece, that adds up to about $10 million a year in blatant mail fraud. I'll believe he's "ruthless" when the recipients of those checks wind up in jail.
