As long as one parent is born in the country, the other only has to be a citizen of the US.

Obama senior was a diplomat, which makes him ineligible to become a citizen as long as he was a diplomat.

Neither parent has to born here. They both, however, must be US Citizens at the time of birth of their child, in the US, to bestow Natural Born Citizenship status on their child.

Obama Senior was NOT a diplomat. He was here on a STUDENT VISA. He wasn't even a resident alien.
