No matter what Obama says, this type of military intervention by US armed forces required Congressional approval. The invasion of Libya is a direct violation of the War Powers Act and usurps the Constitutional powers granted to Congress.
Obviously, Obama didn't go to Congress because he thought his request just might be rejected. The UN, NATO and the Arab league don't count.
