Personally, I think all of his “records” were sealed even before he ever ran for state senator. Can’t prove it. Just my opinion.
His records may indeed have been sealed before he ran for state senator; a “seal-as-you-go” practice.
It may be that what the Executive Order does is make any poking around a federal offense and therefore a huge deterrant.
The good thing is that any future president has the power to void Obie’s executive order.
