In the drivers manual I read that means don’t try to cross the train tracks at this moment.

The driver and passenger were both 77 years old. So they appear to have had a senior moment that may involve being hard of hearing among other things. They are both very fortunate they weren’t crushed. Needless to say if you don’t notice a RR gate, lights and bell, you probably ought not to be driving.
