Since he was using the perp's gun, I think we can cut him some slack on loadout and reloading skills.
I am thinking if the Sheriff contacts CBP or ICE in that area and runs border crossing data on the dead guy and the live prisoner they will be able to find out the name of the third, and the license plate.
