So 0bama forces the GOP House into either agreeing to fund his little un-Constitutional adventure or submit a bill to increase general funding for the DoD. If they do the latter then the Dems will hammer them about budget costs.

0bummer gets away with depleting the military from both ends if the GOP led House does nothing.
