Gov. Jerry Brown says he has told his labor union allies they should be open to concessions that Republican lawmakers want on public employee pensions in exchange for GOP votes on the budget.

Neither he nor the legislature need union approval to make reforms to the way California does business. They just know that they can't get reelected without union support.
