LOL! Well, it does demonstrate that Carter did exhibit a modicum of intelligence at one time in his life.....
Perhaps he got way too close to a reactor and it "cooked" what little bit of brain he ever had in the first place.
'cause he sure hasn't displayed a lot of intelligence in the years following his hitch in the Navy.
