this is the second version renegotiated under Ronald Reagan. Keep in mind that we are presently abiding by that tready. Also, the treaty gives us the option of electing arbitrators/mediators INSIDE THE USA. I think this is a red herring postulated by people who really dont know about the treaty. But we are only abiding by some of the provisions of it, and are not bound by it. Therefore, Russia and China can "drill baby drill" right off the coast of Alaska, and the only option we have is a military one.

And we don't have to beg the United Nations and its unelected international bureaucrats to exercise it, either.
