The Heritage article you posted at your #61 is getting closer to where I wanted to go with this thread (which has been hijacked six ways from Sunday, sadly). This part is interesting:

However, the United States was still invited to and attended the [Arctic Ocean Conference] despite the fact that it is not a party to LOST. Such active participation in the debate over Arctic territorial claims disproves any contentions that the United States' "seat at the table" is contingent upon its ratification of LOST.

Closer. Still doesn't say what happens if the Ruskies drill off the coast of AK, or how we get to stake claims farther out in the Arctic.
