From the article, lets examine it.
Obama was born and grew up in Hawaii, and his 2008 campaign issued a certification of live birth — an official document from the state.

Now this is worded interestingly

1st the placement makes it look like Trump said it, but no quotes.

2nd “Obama was born and grew up in Hawaii” No proof of being born in Hawaii and he grew up in Indonesia as a Muslim.

3rd “his 2008 campaign issued a certification of live birth”. Actually this is true in that it was his “campaign”
that released the forged document. Many times it is stated that Obama released it, he didn't. Plausible deniability.

4th “an official document from the state.” Sneaky wording.
Are they saying that a “certification of live birth” is an official document from the state, or are they saying that Obama’s, campaign issued, certification of live birth is an official document from the state? This dual interpretation is written this way on purpose to make it seem to validate Obama’s COLB while providing deniability to the author.

Yes the author was deceptive. Posting her opinion (Obama was born and grew up in Hawaii) directly after Donald’s quote. Making it look like he believed that when he said no such thing.
