Similar question. I am sure I saw a forward conard wing on the downed jet shown in the Fox News video. And MIG23's don't have that forward nose wing.

No canards. The still image captures the MiG-23 with a floodlite pole in the foreground. It gives the impression of canards/foreplanes. The ejection was unsuccessful
