The article seems to leave out the part that in return for US help Japan was supposed to permanently deactivate the 10 Fukushima (1 and 2) reactors.

2226: The Yomiuri Shimbun newspaper, quoting a senior official of the ruling Democratic Party of Japan, said the US made the offer immediately after the disaster damaged Fukushima No 1 nuclear plant. According to the unnamed senior official, US support was based on dismantling the troubled reactors run by Tokyo Electric Power (TEPCO) some 250 km (155 miles) northeast of Tokyo. However, the government and TEPCO thought the cooling system could be restored by themselves, the report said.

Yeah cause we know having more people is always better. Especially people who aren’t familiar with the plant and don’t speak the language.

Having dealt with several weather related IT disasters during my career I can attest that these callers from on-high who interrupt you to insist that you entertain their extemporaneous “plans” only ever make things worse. You have to let the people you have in place to handle crisis situations do their job. If those people can’t handle it then it’s too late and you’re already screwed. Trying to make or remake disaster plans in the middle of a disaster is the worst possible circumstance.

Yeah, bring in the (marginally literate) country that couldn't build a dam in New Orleans to fix a nuclear reactor - that's the ticket!

First and foremost, an offer to help does not mean that help will actually occur. Does American have some magic medicine? Fusion in a bottle they could have hooked up to the power point? Or maybe send over superman to use his super flutter kick down in the cooling pond? What, exactly, would they have done that the Japanese could not do?

Second, Japan botched this design. Unless I missed something, there was 1) reactor with a power plant to cool said nuclear material and 2) back up generators somewhere within tsunami range. More or less about right? Why no pads with hard point power hook-ups whereby a generator could not be air lifted into place, hooked to the hard point and then set to run? The generator does not stay there to a) protect it from any localized disaster and b) rot unused or not work when needed due to insufficient maintenance. Just a thought. If something is useful, maybe you don’t need a back up. If it is important, a back-up plan is good. If it is life and death critical, there is the plan, the back-up, the back-up to the back up and the oh sh%& back-up.
