A couple years before this happened a DEA agent in NOLA for some sort of conference turned up fatally beaten. He was in the St Claude Ave area which is a good walk from the French Quarter and the hotel district. St Claude Ave is also no place that casual white middle class strollers visit. There are efforts to gentrify parts of the Bywater area but everyone knows (black or white) that you stay off the street and lock all the locks as the sun goes down in that part of the city. He apparently was lured there by some sketchy character he met in the French Quarter on the promise of lots of drug and sex action to follow (maybe queer sex, that's the rumor anyhow). Instead he was rolled and fatally beaten. The violence of the attack would support the queer sex rumor as the young street thugs loath ‘whitboy punk predators’ and there are quite a few who come to the Crescent City to do some sinning away from prying eyes back home. In short feds on a boondoggle or even legit business trip periodically get in deep trouble in NOLA as they believe it really is a moral free fire zone where they can act out their kinky desires and suffer no harm.
