No it's not true, and as far as people debarking from planes from Japan, they have no idea where these people picked up contamination and it was very minute which would be the case if they got it from contact from within the plant area if there had be a massive fuel leak you would see widespread contamination and much higher radiation numbers that are currently being reported locally.

Remember Japan was hit by a 9.0 earthquake and tsunami, there is no telling where one could get contaminated. I would think it far more likely to come from a medical source.
