I have not seen a report of this.
It's the description of the fire at reactor 4 in the info link I sent you previously:
"-- Reactor No. 4 - Under maintenance when quake struck, fire Tuesday possibly caused by hydrogen explosion at pool holding spent fuel rods, abnormal temperature rise in spent-fuel storage pool, fire observed Wednesday at building housing reactor, pool water level feared receding, renewed nuclear chain reaction feared.
Ok, so if all the fuel for reactor 4 was removed and is in the storage pool then what is causing the rise in temp, loss of water, observed fire, and fear of a "renewed nuclear chain reaction"?
Let me reiterate, it is fear of a "renewed nuclear chain reaction" in the storage pool, outside of containment.
Got it now?
So yes there is a potential equivalency with the open burn of fuel at Chernobyl. Except that the Fukishima storage pools have several times Chernobyl's fuel in each pool yet no graphite/carbon acting as a dispersal agent.
Sorry for the bold but I did spare you all-caps.
I think if they can get a lot of water onto these plants and hold that for what, two weeks we can consider the threat contained.
