I know the solution to this. We need to give them more money. We can knock this down to 79 or 80% failing with a couple extra billion. Just ask Obummer.

“Failing” is such a polarizing word.
The solution is to stop testing them for competence.
Assume they’re doing great, but just underfunded.
Feed massive funds into a giant unaccountable bureacracy.
