(4) To adopt, amend, and repeal bylaws, regulations, and policies and procedures for the regulation of its affairs and the conduct of its business; to elect and prescribe the duties of officers and employees of the corporation; and to perform such other matters as the authority may determine. In the adoption of bylaws, regulations, policies, and procedures or in the exercise of any regulatory power, the authority shall be exempt from the requirements of Chapter 13 of Title 50, the 'Georgia Administrative Procedure Act';
