Companies like Netflix are hogging the bandwidth that you would normally use therefore it costs the cable companies more money to upgrade their services.

The customer is the one using the bandwidth. If you use more you should pay more. Comcast is currently free to charge customers based on their usage of Comcast's product. What Comcast should not be able to do is restrict content from sources they don't like.

Comcast isn’t restricting anyone or anything, but you have Netflix making millions of dollars while Comcast [and other cable companies] foot the bill...

If comcast charges Netflix more money for the brandwidth that THEIR customers use, they will increase the monthly charge to THEIR customers and those who are not using all of the additional bandwidth will not have to carry the costs...
