Slush fund is right. Didn't the dems already offload billions in stimulus to help with infrastructure/highways? I saw one of Obama's famous signs locally and I could not see any improvement to the road.

I saw one of those signs down at a lighthouse on the Outer Banks, NC. They were trying to restore the one at Bodie Island. Our governor Perdue is in the pocket of Obama.
