I don’t think it has so much to do with race as it has to do with civilized behavior.
The Japanese are a civilized people—outside of war.
Then, there are some people who are inculcated with values to act like savages, regardless of race.
You should see the white liberals where I live.
They make the blacks during Katrina look like the Japanese.
There is a very strong correlation between the whitest states and the lowest crime states. Most of the whitest states are in the Liberal Northeast US.

I personally don't think black skin or kinky hair makes folks misbehave but tens of thousands of years of living in primitive culture whilst other parts of the world progressed at a much faster clip sure does effect mass group behavior and you can't bring up that whole group any more readily in a few hundred years than you can bring mine (southern cracker) up to say urban Jewish intellectual class either...not that I'm hankering for it...
we can find individual exceptions and whatnot as we should but the facts folks are dancing around here are the norm the world over..and it has everything to do with all facets of group characteristics and behavior caused by environment and adaptations etc
and it's not just black culture..there are lower Asian and Caucazoid cultural sub groups too that lag
Amerindians and Aboriginals too typically lag worldwide..and I'm saying that being a Pocahontas descendent and my wife's greatX2 grandmother was full blooded Cherokee-Creek-Chickasaw..something southern woodlands..look at her pic on my page..u can see it
I lived all over the world..in much of the third too...I judge culture by:
How well folks stand in line
quality of the toliet paper
how they value their women
all of those tell you everything
and I think Christianity helps..which explains why our's is crumbling right now as goes our faith
