Only Utah allows concealed carry holders on its campuses.

I'm pretty sure this is incorrect. CCW on campus is legal in Oregon, as far as I know.

It also depends on if the [State] Constitution is indeed superior to State Statutes.
For Example, New Mexico’s Constitution says:
Art II, Sec. 6. [Right to bear arms.]

No law shall abridge the right of the citizen to keep and bear arms for security and defense, for lawful hunting and recreational use and for other lawful purposes, but nothing herein shall be held to permit the carrying of concealed weapons. No municipality or county shall regulate, in any way, an incident of the right to keep and bear arms.

Yet there’s a State Statute which criminalizes firearms on University campuses, thereby violating the first sentence of Art II Sec 6.
