Looks to me like this applies only to Sobriety check points the police do at times. It doesn't mention routine stops for other infractions ....

....the Los Angeles Police Department on Friday announced changes to its rules for impounding cars of unlicensed drivers at sobriety checkpoints.

Good news for gun runners, drug smugglers and drivers in stolen cars too, right?

Since “sobriety” is all they’re allowed to enforce, then all must be allowed to walk (or drive) on non-related offenses.
