I’m guessing this is their latitude’s piece of the axis shift. No way St. Louis got jarred over by even an inch. It would be felt and how.

I'm thinking the entire North American plate moved. So, everyone else on that plate wouldn't notice the relative movement. But seismographs in the US picked up the quakes in Japan, so it was "felt" in a way.
