Another point to consider is the damage in New Orleans was preventable if it wasn't for the rampant corruption. Japan would have been far worse (and I am amazed the damage wasn't) if they had not had the foresight to build for the earthquake risks. An 8.9 is equivalent to a 300 megaton nuclear blast.

Also, it nearly wouldn't have occurred to me to use Kanye West to mock the mentality of certain people. He would've stayed clear out of my mind here had he never uttered "George W. Bush doesn't care about black people" on a hurricane relief telethon, to which people actually gave money and stuff.
