Real simple...they don’t. They just get folks away from the beach and as high as they can.

Guam has mountains...people can get to high ground pretty easily. No way it could be evacuated anyway. Something like 400K people live there.

Evacuation is for under 50ft. ASL, or 100ft. ASL if in river or drainage zones.
