Either McVeigh got lucky or had help with his bomb making skills. I can see why people believe he had help due to the efficiency of his bomb making abilities and in the dire consequences. The Internet is a treasure trove for information, good or bad, so I wouldn’t be surprised in the least if McVeigh learned about making bombs exclusively from the www.
There was little to be learned from the web, on any subject, in 1995.

Today’s web. yes. 1995’s web, no. AOL and similar very limited services were all that was available at the time. Google, Bing etc did not exist. Web addresses were mostly passed by written notes, or in conversations and email. Netscape searches were a joke compared to modern searchs on Google etc.
The McVeigh bomb was very simular to those used by AQ, the MB, the Palestinians in the Middle East. See the Khobar Towers bombing in 1996.
Many of us believed that the Iranians were behind it at the time. Everyone knew that Billyboy would far prefer a domestic enemy to a foreign one - hence McVeigh as the lone, right-wing bomber.
The Truth in this case is a matter of faith. The FBI dropped many leads, and Mcveigh never said.
