I’m not sure you are correct. I THINK this means that the STATE will no longer negotiate union contracts with unions representing state employees.

I may be wrong...

You are correct; except for wages, there will be no Bargaining with the Union. Other items that were used as leverage in negotiations (which really were just rubber-stamped, golden packages passed by the Democrats) are gonna be gone. Now, Union power is diminished, and when the REQUIREMENT to pay dues for THAT kind of bargaining power fall on the Membership, they will be looking at Right-to-Work laws that eliminate MANDATORY Union Membership....which is the key to removing this money-laundering-DNC scheme.
