I read something here about a week ago suggesting splitting the bill might make it vulnerable down the road.
The Wisconsin Constiution is not specific as to what constitutes a "financial" bill. Dem Lawyers can argue to Dem Judges that just about anything is ultimately financial. You need to keep an eye on the Wisconsin Supreme Court which currently leans to the right, but one seat is being contested in an April election which could throw it the other way.
