True, but what Reid has being doing is to take a House bill that he doesn’t want to take up in the Senate, gut the bill of all text, then add the text he wants to add for a revenue bill. That’s the bill that gets voted on in the Senate.

Now they're playing chicken with Reid on the shutdown: if no CR or budget is passed, then it's Reid and Obama who are forcing the government to close the Washington Monument.
