I'd be a little careful about pillorying Pence based on his generally pro-life record. It is normal parliamentary procedure for one member on each side to be designated to vote against their convictions as a device to bring it back for a vote should it become necessary.

Given his high rank in the house and relative safety of his district for re-election, he would be the logical choice of "designated Judas" in this case.
