It has always been BS, They (Federal Government) has been trying to shore up the SS system for years because they know that the system is unsustainable. They have convinced themselves that flooding the country with new payers is the way to do it, and ones that they think won't collect the money is the way to do it. At least that is what many Republicans think and the Democrats just want to destroy the entire system. The Unions are willing to dilute the labor force to get paying members as most American workers don't want anything to do with the unions. The whole thing is crazy.

I uncovered an old Herman cartoon that, although it does not follow this storyline, it is funny anyway.

An unemployed guy was talking to a jobs counselor at the unemployment office. The applicant was overweight and was slouched nonchalantly in his chair.

Counselor: “It is hard to find something for someone who has no experience or talent. Wait! Here’s something! ‘Seeking someone for immediate employment. No experience necessary. All that is required is for you be honest and show up on time.’”
