“Boxer shorts” does not equal “without clothing”.
Manning mouthed off to his guards. Told them that if he really wanted to harm himself, he could use the elastic in his shorts or his flip flops.
So . . . the Brig commander took away his shorts. He’s sleeping in the raw. :-)

Sleeps naked at the 'pleasure' of the brig commander who says Manning is on a self-harm watch, but doesn't claim he's suicidal as that would require a mental health evaluation.
Naturally, the mental health evaluation would show Manning is not suicidal and thus would undercut the brig commander's orders to strip Manning naked.
