No, I am saying why throw out 10 African children in need for one that the entire Canadian healthcare system says cant be saved.
The Canadian (or American) governments have absolutely no charter to care for the welfare of African children. That is beyond their constitutional authority. If they have the means to do this, that means that they are either taxing or spending beyond the limits of their authority. That is not to say that charity is not a worthy thing - it is, but only when performed by individuals.

I absolutely, totally agree with you. The same goes for the American government for Canadian babies.
