It’s pronounced KA SI KE. I’t a Taino/Carib word meaning paramount chief. It was adopted by the Spaniards and is used even in Spain meaning the same. It is the title by which all Amerindian tribal chiefs are denoted. It also means political chief when used in that context.. From Mexico to Argentina it means the same. Yes, it is. The biggest costs really are associated with R&D, but the legal issues play into this as well. I do believe that the public needs to be protected from unscrupulous people who would cut corners if there wasn’t oversight, but like all things there needs to be a balance. The ‘Law’ profession, on the other hand, has little oversight.
As a KS resident when Sebelius was governor, I’ve always wondered why somebody so stupid and with absoloutely no qualifications could be made a cabinet member.
