The laws actually covers "broadcast" outlets only, the cable channels are bought like advertising, and as long as it doesn't go out over the airwaves, it doesn't fall under the broadcast rules.

How does that work for Dish network. As a physical definition if you pick it up with a dish antenna it must be a broadcast. Of course legal and physical definitions rarely have anything to do with one another.
