They have. They have issued a formal ruling:
"Whereas the Democrat was excessively provoked by the Republican's vote, and whereas Republicans are willfully and with malice of forethought, cast this vote in direct contradiction to the Democrat's stated desire, and whereas such provocation was rendered onto a Democrat currently overstressed by being named in a sex scandal, THEREFORE we find the Republican guilty of Provoking a Public Disturbance (Misdemeanor - WI §947.01) and Incitement to Riot (Felony WI §971.05)."
