I have a friend who is black.
He has said many times:
‘You can take the black out of the ghetto, but you can NOT take the ghetto out of the black.’
YUP!

For example, “They still think it’s OK to play basketball at 3 o’clock in the morning; it’s OK to play football in the streets when there’s a car coming; it’s OK to walk down the streets three abreast. That’s unacceptable in this city.”

That may be true and can be said about many groups. But watch his children and you'll be amazed. In 1916 a newspaper expressed the general concern of people, to wit: "Can the Oriental mind of a Jew even grasp the subtleties of Western civilization?" Indeed, the recent immigrants looked terrible: many not speaking any European language, living 10-12 people to a flat in the Lower East Side of Manhattan. Well, their children comprised 28-32% of the student body at Ivy League schools (in fact, the diversity considerations that are common now were adopted to deal with that "Jewish problem;" prior to about 1930, you were admitted on your grades).
Your friend may not have lived long enough. Give black people a chance, and you'll see the same progress that Jews, Irish, Italians, Japanes and Koreans have shown before(provided, of course, that we adhere to the ages-old principles that have made this country great).
One of the dispatchers at my job is black - I consider him to be a great friend. When we go out for cocktails and I give him a ride home, he always says: “I can’t wait to move out of here, I hat living by all these black folks.” I always chuckle and he feels obliged to clarify his remarks: “Black people don’t know how to act, you give them a welfare check and a housing subsidy and all of a sudden you have ghetto queens and kings that thinks they own the world and destroy everything they get near - like cockroaches!”.
