When my Dad died and we went to Arlington to select a section for him to be buried in, we found one way up the hill in sight of the Argonne Cross [the WWI Memorial]. We chose that spot since his father [my Grandfather] had fought in that battle ...
When the last British Army vet [Harry Patch] died in 2009, he got what almost amounted to a state funeral.
Same should go for Buckles - lie in state at the Capitol [as a remembrance of ALL those who served in WWI] just prior to interment at Arlington ...
