Why would the federal government have been investigating/questioning either Regan or Kerik back when Guiliani was considered a presidential hopeful?
It's not like they were being paid to collect bogus registrations or hanging out in front of voting stations waving billy clubs at little old ladies...oh, never-mind.

They were doing a background check on Kerik, as he had just been nominated by the Bush Administration to be the new head of Homeland Security. He is currently in Federal Prison. The investigation had nothing to do with Guiliani (except for the fact that Kerik and Guiliani were business partners at the time.)
