According to the linked article, that is in fact the case. She sold the images for use in “stock” images. She does not have control on the use of that image.
Some years ago, the image of a young New York man showed up on billboards throughout the subway promoting HIV testing. Said man was embarrased when recognized but that’s the way it goes when you sell for stock.
