How about starting with stuff that is ILLEGAL... give folks the boot if they are doing illicit drugs...
How about simply legalizing drugs and dumping Medicaid. Obamaocare will make Medicaid more expensive, as I understand it.
Most sensible and cut back on that welfare crap.
