Local chat has the cost of these (maybe) mandated fixes running as high as 5 Bn dollars.
If the cost is too high, the oil companies would have an incintive to shut in the oil and take the pipeline down.

I don't think that is real. This article is rather specific about what is being considered. That number seems way, way too high.
