Right after the war a lot of the surviving Jews in Europe were in displaced-persons camps. I was told once by an Israeli that there was an incident in Poland at this time where a number of Jews were massacred and the "blood libel" was invoked, which made the other Jews decide that it still wasn't safe to stay in Europe.
My guess it that most of them would have been happy to come to the US rather than go to British-mandate Palestine, but the Democratic President and the Congress (Democrat-controlled until January 1947) wouldn't let them in...the "national origins" rules were still in place.
